NORDEM, the Norwegian Resource Bank for Democracy and Human Rights, is a civilian capacity provider specialized in human rights and democratization. NORDEM’s main objective to enhance the capacity of international organizations working in these fields and contribute to good governance and increased respect for human rights. NORDEM recruits, trains and deploys qualified personnel to international missions on four continents and is fully funded by the Norwegian Ministry of Foreign Affairs. NORDEM sends personnel on short and long term assignments globally. For instance, NORDEM personnel work with restoring state authority in the DR Congo, with the judiciary in Kosovo and with rule of law and governance in fragile and crisis-affected countries. NORDEM also provides Norwegian observers to international election observation missions all over the world. NORDEM’s election observers have extensive observation experience and are trained in election observation methodology and international standards for democratic elections. NORDEM’s two decades of experience from international election observation is regarded as a resource, also in election related activities in Norway. NORDEM develops election related trainings and hosts delegations from countries in political transition that wish to learn from the Norwegian elections. Amongst the receiving organizations of NORDEM personnel are the United Nations, the Organization for Security and Co-operation in Europe and the European Union.
