Court Appointed Special Advocate (CASA) Children’s Intervention Services (CIS) is a nonprofit organization advocating for child victims living in Prince William, Fauquier, Rappahannock, and Warren Counties and the cities of Manassas and Manassas Park. A Court Appointed Special Advocate (CASA) is a trained community volunteer appointed by a judge to serve as an independent voice for children who have experienced abuse or neglect and are navigating the child welfare system. CASA volunteers are assigned to individual cases, where they conduct thorough reviews of case records, consult with all parties involved in a child’s life — including foster parents, educators, mental health professionals, and their Guardians ad Litem — and provide the court with informed, objective recommendations centered on the child’s best interests. Because each CASA volunteer is dedicated to one or two families at a time, they are uniquely positioned to offer the court a level of insight and continuity that other professionals in the system are often unable to provide. They remain with their assigned child(ren) throughout the duration of the court case, ensuring that no child faces the legal process without a consistent, knowledgeable advocate by their side. CASA volunteers play a critical role in helping judges make well-informed decisions that shape the safety, stability, and future of vulnerable children in our community.
